Feasibility Study Refresh for Ganja Water and Wastewater Infrastructure

ACE Group Consultants contributed as a key local subcontractor in the European Bank for Reconstruction and Development’s (EBRD) project to refresh the feasibility study for critical water supply and wastewater infrastructure in the city of Ganja. Under the leadership of SWECO as the prime contractor, the assignment aimed to update and validate technical, financial, environmental, and social dimensions of the proposed investments to enable informed loan appraisal and implementation planning by the EBRD.
The project supports Azerbaijan’s broader efforts to modernize municipal infrastructure in line with EU environmental standards and the country’s long-term climate and development goals.
Scope of Work
ACE Group Consultants provided expert input across three core disciplines:
- Environmental and Climate Expertise: ACE conducted a comprehensive Environmental and Social Due Diligence (ESDD), including an Environmental and Social Audit of the client’s operations and a preliminary Environmental and Social Impact Assessment (ESIA) scoping for the planned wastewater treatment plant (WWTP). The work assessed climate risks, sustainability of water resources, sludge management, and compliance with both national environmental laws and EBRD’s Performance Requirements.
- Social Risk and Stakeholder Engagement: ACE’s social expert led the analysis of land use impacts, potential resettlement and livelihood implications, and social risks related to health, safety, labor practices, and inclusion. Special consideration was given to vulnerable groups, including Internally Displaced Persons (IDPs), and gender-based risk factors. A review of grievance mechanisms and public participation processes was also conducted.
- Financial and Affordability Assessment: ACE’s financial expert supported the financial modelling of the proposed investment, analyzing cost recovery scenarios, long-term tariff affordability, and the economic and financial viability of the project over a 20-year horizon. Affordability for low-income and vulnerable households was a key part of the assessment, following EBRD methodology.
Outcomes
The final feasibility study confirmed the strategic and technical relevance of a phased investment plan comprising:
- Rehabilitation of 200 km of water and wastewater networks;
- Construction of a new wastewater treatment plant with a capacity exceeding 150,000 P.E.;
- Expansion of water reservoirs and additional sewerage infrastructure.
