Minister: “The energy transition does not eliminate the role of oil and gas; it complements them.”

JULY 15, 2026

Azerbaijan’s Energy Minister Parviz Shahbazov stated that the energy transition does not diminish the importance of oil and gas; on the contrary, renewable energy sources complement the existing energy system and contribute to making it more sustainable.

Speaking at the first meeting of the Technical Committee of the OPEC+ Charter of Cooperation held in Baku, the minister noted that despite a 15.5% increase in installed renewable energy capacity worldwide last year, the role of hydrocarbons in the global energy balance has not changed. According to him, amid growing energy demand, alternative energy sources do not replace traditional energy resources but rather complement them.

Shahbazov emphasized that at the current stage, the energy transition is not a process of substitution but one of parallel and mutually complementary development of various energy sources. Based on this approach, Azerbaijan is pursuing a balanced energy policy that supports the development of renewable energy projects alongside oil and natural gas.

According to the minister, the country’s goal is not to position energy sources as alternatives to one another, but to build a sustainable energy system based on their synergy and deliver all energy resources to international markets through reliable and diversified export routes.

He added that the energy crisis experienced in recent years has demonstrated that energy security cannot be ensured by relying on a single source alone, but rather through the balanced development of all types of energy.

Currently, Azerbaijan exports oil to approximately 20 countries across Europe and Asia. Including condensate, the country’s daily oil production averages 553,000 barrels, while exports amount to 445,000 barrels per day.

Shahbazov recalled that in 1899 Azerbaijan was a global leader, accounting for nearly half of the world’s oil production and refining. Today, however, the country’s strategic importance is defined primarily by reliable partnerships, uninterrupted energy supplies, and diversified transportation routes. In his view, Azerbaijan’s role is measured by its ability to reliably connect regions and markets, contribute to the energy security of partner countries, and maintain the trust it has earned as a dependable partner.
