Milli Majlis ratifies Host Country Agreement with Clean Energy Center

The Milli Majlis has ratified the "Host Country Agreement between the Government of the Republic of Azerbaijan and the Clean Energy Center of the Economic Cooperation Organization." The matter was discussed during a plenary session of the parliament.

Chairman of the Committee on Natural Resources, Energy and Ecology, Sadig Gurbanov, provided information about the draft law. He stated that the Charter of the ECO Clean Energy Center was adopted at the 25th meeting of the ECO Council of Ministers held on November 27, 2021, in Ashgabat, Turkmenistan. According to that document, the Center's headquarters is to be located in Baku, the capital of the Republic of Azerbaijan.

It was noted that the main purpose of the presented Host Country Agreement is to create the necessary conditions for the Center to effectively carry out its functions and duties, as well as to regulate the legal and organizational relations between the Center and the host country.

The document covers important aspects such as the Center's location in Baku, building maintenance, security and sanitary requirements, measures during emergencies, inviolability of premises and archives, legal protection of property and financial assets, tax and customs exemptions, communication facilities, immunities and privileges of staff, as well as residence and visa matters.

It was emphasized that this agreement will significantly contribute to strengthening Azerbaijan's international energy diplomacy, consolidating the country's position as a regional hub in the field of green energy and sustainable development, and expanding cooperation within the ECO region.

After Parvana Valiyeva, a member of the Committee on International Relations and Interparliamentary Ties, presented her committee's opinion on the draft, the law was put to a vote and adopted.

It should be recalled that the "Host Country Agreement between the Government of the Republic of Azerbaijan and the Clean Energy Center of the Economic Cooperation Organization" was signed on December 2, 2025. The agreement ensures the effective performance of the Center's functions and duties, defines the Center's legal status and privileges in accordance with its Charter, and regulates the relations between the Center and the host country.
