China–Azerbaijan renewable energy cooperation is a key pillar of their practical partnership

APRIL 23, 2026

According to China’s Ambassador to Azerbaijan, Lu Mei, cooperation in renewable energy represents a significant area of pragmatic collaboration between the two countries. In an interview with Report, she noted that their green development visions are largely aligned. Chinese technology and equipment, she said, are enabling Azerbaijan to pursue its green development goals.

The ambassador highlighted that bilateral cooperation in renewables has already produced tangible results. Chinese-invested enterprises are involved in major joint projects, including solar and wind energy initiatives, and have achieved several important milestones. For example, in October 2023, a 230 MW solar power plant built by a Chinese company in Gobustan was successfully connected to Azerbaijan’s power grid – marking the first large-scale renewable energy project in Azerbaijan with Chinese participation. Then, in January 2026, she attended the commissioning ceremony of the Khizi-Absheron wind energy project, also carried out by a Chinese firm. This wind farm is the largest in the South Caucasus region, expected to supply electricity to over 300,000 households, cut CO₂ emissions by 400,000 tons, and make a substantial contribution to sustainable development in both Azerbaijan and the wider region.

Ambassador Lu Mei expressed China’s hope to deepen cooperation with Azerbaijan in renewables, aiming to support energy transformation, foster sustainable socio-economic development in both countries, and advance global clean energy collaboration.
