The Azerbaijan Energy Regulatory Agency (AERA) has officially launched its Garabagh branch with an opening ceremony held at the Khankendi Business Center.
The event was attended by AERA Board Chairman Samir Akhundov, Sabuhi Gahramanov—Deputy Special Representative of the President of Azerbaijan for Khankendi, Aghdara, and Khojaly districts—alongside representatives from the Special Representative's office and the new branch's staff.
Speaking at the ceremony, Samir Akhundov described the branch's opening as a historic and strategic step. He emphasized that Azerbaijan's victory in the Second Garabagh War under President Ilham Aliyev led to the liberation of the country's lands from occupation. Akhundov noted that restoring state institutions to support local communities remains a key priority as part of the state's focus on returning to Garabagh.
Sabuhi Gahramanov highlighted that state institutions are gradually resuming their activities in the region. He noted that the Great Return to liberated areas is ongoing, with families previously resettled across the country now returning to their homeland.
The new branch aims to provide accessible services to both local residents and enterprises currently operating or planning to operate in the region, ensuring the safe and effective implementation of state policy.
The Garabagh branch will serve the cities of Shusha and Khankendi, along with the districts of Aghdam, Fuzuli, Jabrayil, Khojavand, Khojaly, Zangilan, Gubadli, and Lachin.
Established as a public legal entity under the Ministry of Energy by presidential decree in December 2017, AERA now operates 11 branches across the country, including its newest location in Garabagh.
