“Caspian-Black Sea-Europe” Green Energy Corridor: Seabed Surveys to Be Conducted in Two Phases

FEBRUARY 27, 2026

The seabed geological and geophysical surveys for the Black Sea Submarine Cable (BSSC) – part of the “Caspian-Black Sea-Europe” energy corridor project – will be carried out in two phases.

According to information from Lamnidis Law, the first phase will cover the territorial waters and exclusive economic zones of Georgia and Romania, while the second phase will encompass the exclusive economic zones of Bulgaria and Türkiye.

A new three-year contract has come into force with the renowned Italian consulting company CESI SpA for the next stage of the BSSC project, which is being implemented under the World Bank-funded program “Enhancing Energy Security through Power Interconnection and Renewable Energy Development.”

Under the contract, CESI SpA will handle the design of the seabed surveys, organization of tender procedures, management of the procurement process, and oversight of the works. This phase is regarded as a fundamental step toward interconnecting transboundary electric power systems in the Black Sea region.

It should be recalled that on July 25, 2023, a Memorandum of Understanding was signed between Georgia, Azerbaijan, Romania, and Hungary to establish a joint venture for the “Caspian-Black Sea-Europe” green energy corridor project.

The project is one of the largest infrastructure initiatives, which will directly connect Georgia and Romania via a submarine electric cable across the Black Sea and integrate the energy systems of the South Caucasus region with those of Southeastern Europe.

The total length of the submarine cable will exceed 1,155 km (of which 1,115 km will be on the seabed and 40 km on land), with a voltage level of 525 kV and a transmission capacity of 1,300 MW. Construction of the cable is planned to be completed in 2032.

This project will make a significant contribution to strengthening regional energy security and the green energy transition by enabling the export of Azerbaijan’s renewable energy potential (particularly wind and solar projects in the Caspian Sea) to European markets.
