The Ministry of Energy hosted the 11th meeting of the working group responsible for coordinating and overseeing the application of green technologies and energy efficiency standards in Azerbaijan’s liberated territories.
Energy Minister Parviz Shahbazov, who chairs the group, highlighted the extensive restoration and construction efforts in the region carried out under President Ilham Aliyev’s directives. He noted that more than 65,000 people now reside in these areas, with new settlements, social facilities, and infrastructure projects completed or under way since the previous meeting.
Shahbazov reported significant progress in green energy deployment, including the recent groundbreaking for the 50 MW “Shams” and 50 MW “Ufug” solar power plants in Jabrayil, ongoing construction at the “Shafag” solar facility, wind resource measurements in Kalbajar, and the operation of 38 hydropower plants with a combined capacity of 307 MW.
The meeting reviewed implementation of prior decisions and presented monitoring results on green technology adoption in Fuzuli and Agdam cities, as well as in Dovlatyarli (Fuzuli), Sarijali, Kangarli, Khidirli (Agdam), Mahruzlu, and Zilanli (Gubadli). Key indicators included the use of solar panels, solar water heaters, solar-powered LED lighting, energy-efficient fixtures, smart parking systems, and advanced insulation materials in construction.
Participants also discussed heat supply systems and the current situation in residential complexes. The group approved the detailed implementation schedule for monitoring green technologies and energy efficiency measures in the liberated territories throughout 2026.
The session brought together representatives from state institutions, the Special Representative Offices of the President in the liberated territories, the Restoration, Construction and Management Service, the Shusha City State Reserve Administration, and Azeristiliktechizat OJSC.
