On December 23, President Ilham Aliyev officially opened the 110/35/10 kV Khankendi-1 substation in Khankendi city, operated by Azerenerji OJSC.
Azerenerji Chairman Baba Rzayev updated the President on the facility’s completion. Built under President Aliyev’s directives to establish reliable power infrastructure in the liberated territories, the modern closed-type substation meets urban grid standards and is the first of its kind in the region, with all equipment housed indoors.
To integrate Khankendi and nearby areas into the national grid, an 11-kilometer high-voltage line was constructed from Shusha, including 1.8 kilometers of underground cable through challenging mountainous and forested terrain.
The substation features a cutting-edge microprocessor-based Digital Control Center running on the Micro-SCADA system—developed by Azerenerji specialists and deployed here for the first time—enabling real-time monitoring, control, and logging of high-voltage lines and equipment. It will provide stable, uninterrupted electricity to Khankendi, as well as Aghdara, Khojaly, and Khojavend districts.
The President also received updates on the innovative ~1,000-kilometer ring-type power network in Karabakh and East Zangezur. Over five years, Azerenerji has built nearly 1,000 kilometers of interconnected high-voltage lines via 12 new substations, creating a dual-circuit 330/110 kV ring system. This includes the Jabrayil Energy Hub and upgrades to Imishli, Aghjabadi, and Ganja substations—the largest regional power system overhaul in history, ensuring automatic load redistribution and continuous supply during faults.
Another first is the rollout of Digital Monitoring and Analysis Systems for substations and lines, starting in Karabakh and East Zangezur with nationwide plans. Advanced digital tools, high-resolution cameras, thermal imagers on vehicles and drones, and laser technology detect hidden defects, supported by young Azerbaijani engineers trained abroad.
President Aliyev was briefed on Azerenerji’s green energy milestones: completion of the 500 kV Navahi substation, commissioning of new 330 kV (Jabrayil) and 220 kV (Sangachal) substations for the Shafag Solar Plant and Sangachal terminal electrification, and ongoing construction of the CIS’s largest Battery Energy Storage Systems at Absheron and Aghdash. Wide Area Monitoring and Control systems are being introduced to integrate 2 GW of new renewables and enhance grid stability.
